From November 1, 2026, new requirements take effect in Uzbekistan for citizens traveling abroad. For the financial sector and business, three changes are most important: banks must warn about loan risks, prepayment for energy resources for enterprises is reduced, and customs fees for courier packages are lowered.

Loans and Banks

The Central Bank approved requirements for advertising and loan agreements. In print and electronic visual advertising, a warning about payment default risks must occupy at least 10% of the space, in audio and video clips — a corresponding share of duration. In a loan agreement, it will be placed on the first page before the main text, occupying at least 30% of the page.

The warning will list consequences of late payment: increased debt, forced collection, property seizure, account freezing, travel restrictions by court or government bailiff decision, and credit history damage. Financial organizations may also face sanctions if a credit product is recognized as misleading to consumers.

Business and Energy Resources

  • Monthly prepayment for electricity and gas will decrease from 100% to 15% for enterprises connected to ASKUE and ASKUG or having meters with remote on/off capability. The benefit does not apply to those who failed to maintain payment discipline in the previous two months.
  • Written consumption reports to suppliers are no longer required; contracts will be transferred to electronic format.
  • Customs fees for international courier shipments will decrease from 2% to 1.6% BRV per kilogram gross weight, that is from 8,800 to 7,040 sums per kg. For a 5 kg package, the fee will be 35.2 thousand sums instead of 44 thousand.
  • Greenhouse farms from November 1, 2026 to April 1, 2030 can receive 50% compensation for electricity costs. From January 1, 2027 to January 1, 2030, entrepreneurs with at least 60% income from greenhouses will have their land tax and property tax halved, and turnover tax abolished.

Projects Not Yet Adopted

Heating tariffs in Tashkent may increase by approximately 30%: from 241 to 314 sums per sq.m per day. Hot water with a meter may increase from 8,929 to 11,607 sums per cubic meter. The Cabinet of Ministers decree draft has not been approved.

The Ministry of Economy and Finance published a draft to increase propane prices for the public from 2,000 to 5,000 sums per kg, a 2.5-fold increase. A maximum delivery cost of 1,300 sums per kg and subsidies for needy families to purchase up to 20 kg per month are proposed. Discussion continues until October 28.

Other Changes

Travel to Egypt from November 1 requires a visa. Tourists under 40 are allowed entry only with close relatives and minimum $5,000 per family; those over 40 can enter independently with confirmed $3,000. Kazakhstan is gradually introducing the QazETA electronic permit; it becomes mandatory after July 1, 2027.

From November 8, a real estate brokerage law takes effect: a qualification certificate and work within a broker organization registered in the unified registry are required. AUGA oversees compliance. Marketing calls and SMS are permitted only with subscriber consent and not between 18:00 and 09:00.
