An international financial institute is participating in financing the construction of Uzbekistan's first integrated nuclear power plant, alongside the customer and technology supplier. This was stated by Rosatom CEO Alexey Likhachev to journalists on October 23. The statement did not specify which institute is involved.
Construction Progress
On the same day, Likhachev met with Shavkat Mirziyoyev. The parties discussed NPP construction in Jizzakh Region, development of related infrastructure, and personnel training. According to Rosatom, by the end of 2026, construction of the foundation slab for the reactor section of the first power unit is planned to be completed. This will require approximately 10,000 cubic meters of concrete.
According to Likhachev, construction of all four power units is currently underway: two high-capacity VVER-1000 units and two low-capacity RITM-200H reactors. He noted that nowhere else in the world are two gigawatt-scale units and two small reactors being constructed simultaneously. In his assessment, this provides economic benefits, and the station's potential and flexibility exceed conventional solutions.
Atomgrad and Related Production
The Rosatom head reported that construction of Atomgrad is ahead of the NPP construction schedule. Initially, it will house construction workers, then NPP operating personnel. According to Likhachev, it is not only a residential city for staff but also a development center with high-level medical and educational services.
Near Atomgrad is a technology park, with plans for developing other production areas. Rosatom intends to bring not only nuclear but also related technologies to Uzbekistan.
Known Information on Possible Financing Sources
In September 2025, Uzatom Agency Director Azim Akhmedkhadjaev stated that international financial organizations are considering participation in project financing. Among them, he named the BRICS New Development Bank, which Uzbekistan joined in May, and institutions from the Middle East. Use of Russian content was also considered.
