The situation is complicated by the fact that standard commercial lender conditions on rates and down payments don't suit everyone. Government mortgage benefits and targeted construction loans offer a way out. Let's explore what's available to young families.

State Subsidized Mortgage

At the beginning of 2025, 2.5 trillion soums were allocated to mortgage subsidies in the country. The funds cover part of the down payment and interest payments. The program is designed for purchasing housing in new buildings and 'New Uzbekistan' residential complexes.

  • The rate usually does not exceed market conditions — in the range of 18–20%;
  • Selection is based on a point system.

How points are calculated:

  • confirmed income in Tashkent 3,105,000–9,200,000 soums — 10 points, 9,200,000–10,580,000 soums — 5 points;
  • in Karakalpakstan and regions: 3,105,000–8,050,000 soums — 10 points, 8,050,000–9,200,000 soums — 5 points;
  • absence of own housing — 20 points;
  • healthcare workers and specialists with higher education working in remote areas — 5 points;
  • instructors at vocational colleges in engineering, construction, and manufacturing — 5 points;
  • age under 30 — 5 points;
  • registered disability group — 5 points.

Applications will be rejected if a spouse already participated in the program last year or if the application was submitted multiple times. Document submission is open until the end of November through my.gov.uz or Service Centers, with decisions made within 5 business days.

Combined Mortgage from the National Bank

An option for those eligible for a subsidy but whose chosen apartment costs more than 420 million soums.

  • Rate: combination of preferential and commercial, typically up to 25%;
  • Down payment: from 25%;
  • Term: up to 20 years, with a 24-month grace period;
  • Amount: up to 1 billion soums in Tashkent and up to 700 million soums in regions.

Mechanics with an example: property for 600 million soums. The first 420 million is serviced at a preferential rate, the remaining 180 million at 25%. Requirements match subsidy conditions, with documents accepted at National Bank offices.

'My First Home' Program

Under this program, apartment buildings are constructed and sold at preferential prices to families without their own housing for the past 5 years. Upon approval, families receive up to 32 million soums for the down payment and 1 million soums monthly for 5 years toward repayment.

  • Rate: fixed, at market level;
  • Down payment: from 15%;
  • Term: up to 20 years.

Citizens up to age 35 with a certain income level can participate; applications are submitted through EPIGУ or Service Centers.

Construction Loan for Additional Housing

Relevant when a family already has a house or plot and needs funds for a separate structure or garage. No collateral required.

  • Rate: depends on the lender, includes a 6-month grace period;
  • Term: up to 20 years;
  • Amount: up to 33 million soums.

Requirements: age 18–30, marriage not exceeding 3 years, inclusion in the 'Youth,' 'Women's,' or 'Iron' registry, and stable income from farming or self-employment. Consultation is provided by banks participating in benefit programs.

Another Program with Partial Interest Subsidy
  • Down payment: depends on the loan amount;
  • Term: up to 20 years;
  • Amount: up to 120 million soums.

The calculation scheme works as follows: 15% of the loan amount goes toward the down payment, and for 5 years the state subsidizes interest exceeding 12%. At publication time, the budget effectively covers about 7%. Citizens aged 18–60 with sufficient income for payments can apply, plus a recommendation from the 'Mahalla Seven Council' is required — applications are submitted through the Online Mahalla portal.

What to do if you don't have a down payment yet

Nearly all programs require initial funds — 15 to 25% of housing cost. The optimal strategy: don't keep savings at home, but place them in interest-bearing accounts. Bank deposits in Uzbekistan with replenishment options allow you to save while protecting funds from inflation, and the money remains accessible by transaction time.
