A delegation of the Deposit Guarantee Agency of Uzbekistan on August 26–27 visited Yerevan on a working visit. The purpose of the trip was to study Armenia's practical experience in protecting citizens' savings.
What was discussed
The visit took place under the Memorandum of Understanding signed in 2025. The negotiations involved representatives of the Deposit Guarantee Fund of Armenia and specialists from the Central Bank of the country overseeing financial stability, crisis management, consumer protection, and financial literacy.
The Uzbek delegation became acquainted with the regulatory framework of the Armenian system and internal documents regulating the fund's investment activities.
Key topic — reserve management
Specific focus was given to:
- principles of forming the fund's investment portfolio;
- list of permitted financial instruments;
- mechanisms for assessing credit, market, operational risks and liquidity risks;
- portfolio diversification and revaluation;
- system of limits and stress testing.
A fundamental issue for depositors, though it may appear technical. Guarantee fund assets are not idle — they are invested in financial instruments. The quality of managing this portfolio determines whether reserves will be sufficient for payouts in case of problems with a major market participant.

Representatives of the Uzbek agency shared practices gained in 2026 when organizing compensation payments to depositors after a license was revoked from one of the commercial banks.
This is a significant detail: the guarantee system in the republic underwent a real test, rather than remaining a theoretical construct.
Following the meetings, both sides agreed to continue regular dialogue and expand experience sharing.
What this means for savers
Improving the guarantee system directly affects the security of savings. Recall that the state guarantee applies to each organization separately — therefore, when accumulating amounts above the established limit, it is prudent to distribute them among several banks.
When comparing bank deposits in Uzbekistan, check that the contract is formalized as a bank deposit agreement: the guarantee does not extend to subordinated loans and certain other products.
